THE city is to set up a 100-kilometer system of tunnels by 2020 for use by utilities.

The aim is to make better use of Shanghai's underground space, according to the 13th five-year plan (2016-2020) on the city's urban and countryside construction and management.

The authorities will also look at ways to charge for using the utility tunnels.
