THE city's last remaining county, Chongming, will soon become a district as the Shanghai government works to improve the city's layout and promote the areas' sustainable development.

That will mean significant changes in its administrative division, organization framework and economic, social and administrative management function and rights.

Chongming will be transformed from a countryside county to an urban area, ensuring a budget boost from the government and resource allocation in all areas.
