SHANGHAI is the 24th most-congested city in the world out of 146 in a list compiled by TomTom, a Dutch company that makes navigation and mapping products..

Its research showed that in Shanghai, a trip that should take an hour takes an extra 21 minutes on average when there are traffic jams. During morning and evening rush hours, the drive will take around an hour and 40 minutes.

TomTom’s annual rankings are based on actual GPS measurements from its traffic database. Last year, it studied 146 cities with populations of more than 800,000.
