上海开放全球服务中心支持企业走出去   2025-10-21

 

The North Bund waterfront in Hongkou District has drawn a number of multinational headquarters.

The Shanghai Enterprises Going Global Hongkou Service Center was launched on Monday at the North Bund to help local companies expand overseas and attract more foreign investment.

The new service center is part of the city's strategy to support "two-way investment" – helping Chinese enterprises go global while improving services for foreign firms operating in Shanghai.

The newly unveiled center is at the North Bund International Legal Service Port inside the Sinar Mas Plaza. It provides integrated services covering policy consultation, outbound direct investment filing, and cross-border legal support.

The center aims to become a "harbor" for enterprises going abroad, linking Shanghai's professional service ecosystem with global networks, according to the Hongkou District government.

Chen Wei, from the China-Italy Chamber of Commerce, said the new center would make cooperation smoother for both Chinese and European companies.

"This is a real win-win platform," he said. "It allows us to connect directly with government services and help firms better understand new policies."

Hongkou officials presented certificates to several multinational companies establishing their regional headquarters and R&D (research and development) centers in the area, including Mitsui OSK Lines (China) Co, Prologis China and Singapore SP Group.

"Hongkou government always thinks ahead for enterprises," said Jane Wu, chairperson of Prologis China.

"It provides one-stop services that save companies time and costs when expanding abroad. This helps Chinese firms enter new markets faster and adapt to global competition."

Wu added that Prologis is working to include its logistics infrastructure services in the Hongkou platform.

"Overseas warehouses are in very high demand. By joining this alliance, we can help more Chinese companies connect to international supply chains quickly," she noted.

Takanori Hida, managing director of Mitsui OSK Lines (China), also credited the local business environment for supporting foreign companies.

"Shanghai offers great convenience for work and life," he said. "The Hongkou government has been very supportive, and this is key for our company's stable growth in China."

During the 14th Five-Year Plan period (2021-2025), Hongkou's appeal for two-way investment has continued to grow. The district has attracted foreign capital from 84 countries and regions.

Hongkou has added an average of 20 new high-level headquarters enterprises each year in recent years. The district now hosts 112 multinational headquarters, more than double the number in 2020, said Chen Shuai, deputy director of Hongkou.
