陈吉宁参加上海代表团审议政府工作报告:乘势而上,转型升级 2026-03-05

Shanghai Party Secretary Chen Jining, speaking at a plenary meeting of the Shanghai delegation to the fourth session of the 14th National People's Congress (NPC) on Wednesday afternoon, called for full implementation of major strategic tasks entrusted to the city by the central government.
Chen emphasized the need to "ride the momentum, exert full force, transform and upgrade, and tackle tough challenges" to ensure a strong start to the 15th Five-Year Plan period (2026-2030) and play a leading and exemplary role in advancing Chinese modernization.
During the deliberation of the government work report, Chen expressed his full agreement with the report delivered by Premier Li Qiang and the draft outline of the 15th Five-Year Plan.
"The report is pragmatic, cohesive, and inspiring," Chen said, noting that it systematically deploys economic and social development tasks for the year.
Reflecting on the past year, Chen highlighted that technological innovation has become a powerful engine for economic growth, and new quality productive forces have accelerated their development, marking a successful conclusion to the 14th Five-Year Plan.
Looking ahead, Chen stressed the importance of deeply implementing the strategy to expand domestic demand, promoting the deep integration of culture, commerce, tourism, sports, and exhibitions, and further expanding effective investment to stimulate the vitality of private investment.
He also called for intensified efforts to cultivate new quality productive forces, including deepening the construction of pilot zones for basic research, implementing the "Shanghai Plan" for three leading industries, and promoting the digital and green transformation of the manufacturing sector.
On the construction of the "Five Centers" (international economic, financial, trade, shipping, and technological innovation centers), Chen urged for substantive breakthroughs in key functions such as cross-border and offshore finance, global supply chain management, and high-end shipping services.
Chen also highlighted the need to deepen high-level reform and opening up, strengthen functional innovation and policy design for the Eastern Hub International Business Cooperation Zone, and continue creating a market-oriented, law-based, and internationalized first-class business environment.
Regarding urban development, Chen emphasized the need to solidly advance the construction of a people's city, focusing on urban village renovation to solve housing problems, expanding the supply of high-quality public services, and enhancing the modernization level of urban governance.
